Engine cooling fan not engaging when engine is at 101°c

I have a 2011 S Kizashi, 288000km . Fan turns on only at high speed once coolant temperatures reaches 108 degrees Celsius. Fan turns off around 102 degrees and the temperature goes down to 100 degrees. Only main fan operates when I tested coolant temperaute under idle condition.
When i drive with AC, I have never seen coolant temperature going above 98 degrees Celsius.
