what car cell phone booster is ? i see from here,but don't know ...can it block cell phones ?

Cell phone boosters are devices that try to improve cellular reception for a small area. The link you have appears to be for stationary locations so I'm not sure about how it will be compatible with cars.
To be honest, if you live in the US and have cellular reception issues with you cell service carrier, you may want to see if other networks offer better coverage in your area.
Cellular reception issues are often not the problem of the handset device but the signal strength from cell sites in your area.
