I think that's the sound of it locking the steering column. If you had a key, turning it back toward you and removing it mechanically locks the steering, out cars have to do it with an electric motor.

Wow, not a lot left to say after KuroNekko got done. All the claims of fancy spark plugs are bullcrap, no plug is going to give you more power or economy. Kizashi comes with iridium/platinum plugs which last 60K miles. You could take them out, clean them, put some anti-seize on the threads and re-in...

To my knowledge, the steering is 'drive by wire'. No real mechanical connection to the steering rack via the steering wheel. Servo/stepper motor 'gearbox' so to speak. That sounds pretty normal to me for AWD CVT, confirms that it is the in town driving which is messing you up most of the time. I get about 32 mpg in those conditions but I've got a FWD 6 speed.
